  5.     Comfortably escaping the grind of daily toil should be a
  6. pleasure, but for many Americans it isn't even a possibility.
  7. Without a pension -- which some 42 million U.S. workers lack --
  8. or adequate savings, retirement could rest on Social Security.
  9. Last week Labor Secretary Lynn Martin announced a plan -- dubbed
  10. Power, for Pension Opportunities for Workers' Expanded
  11. Retirement -- to help the pensionless.

  13.     Most of America's new jobs over the past several years
  14. have been in small businesses, more than half of which do not
  15. offer retirement benefits. Martin's proposal would eliminate
  16. much of the paperwork for companies with 100 or fewer
  17. employees, encouraging them to set up plans. Employers would
  18. have to contribute 2% of an employee's pay, and a worker could
  19. contribute up to about $4,200 on a pretax basis, as much as 50%
  20. of which could be matched by the employer. The proposal also
  21. takes a step toward portable pensions: workers who change jobs
  22. could transfer pension benefits by telling their new employer
  23. to roll the money into an IRA. Since the plan is more modest
  24. than earlier efforts, chances for congressional approval look
  25. good.
